This dream will have the same new expectations and innovative suggestions that propelled the founding fathers of democracy to then new frontier. According to the Republican national committee, (2008), Republicans has proposed for programs that will lead to increased access to higher education to all students who will have qualified through the creation of education saving accounts, passing of legislation allowing distributions from state pre-paid tuition plans to be carried out tax free. Republican Party platform are that it will defend the national integrity at all costs. It will maintain peace by respecting human rights and the sovereign mode of leadership in America. It will seek partnership with and help other nations. It will also strengthen the existing relationship with European and Asian communities (Republican national committee, 2008). The republic party will reform the government way of doing things so as to provide better services to all. Third party is used in America to represent a party other than the two major parties. Though third party rarely win national elections their impact on the two major parties is very great. They draw attentions to all issues that may be taken for granted. If the issue attracts attention of the voters, one of the major parties may regard the issue as an important campaign strategy and adopt it. Voters use a third party to cast a protest vote on an important issue may be during a referendum. Third parties help in increasing the voter turnout. By creating competition for voters they draw attention to other party candidates down to the ballot and they can help their candidate win a local office.

The Iowa caucuses are gatherings where people listen to each other campaign for a candidate.  People gathered in corners of a room display banners representing the candidate they have decided to support. A head count is conducted in different corners at the end of the gathering. People who are found in corners that have a less supported candidate are allowed to move to support their second choice. Very few of the registered voters show up in these gatherings because they are known to take a lot of time (Pollette, 2009). Iowa caucuses occur every two years where participants discus matters pertaining the party platform. The main aim of the caucuses in both major parties is to select delegates to be sent to the county convention. At the county conference the delegates select delegates who will represent them in the national conference.

The two major parties select delegates based on caucuses. The number of delegates is proportional to the number of votes received in the caucus at the democratic conference. The system use by the republican is the winner takes it all in which a candidate with the highest number of votes in a caucus is the one who wins the right to be represented by all the other delegates of that party in the national conference (Klonsky, 2008). The caucus of the Republican Party is a more straightforward one whereby each participant votes through secret ballot and the delegate who will go on to the county conference is decided by the group with the highest number of votes.

Democrats have a more complicated type of a caucus. Registered democrats gather at designated meeting places and supporters of each candidate are given a chance to air their views. All participants who have made a decision gather in to groups in support of a particular candidate. Viability of a particular group, supporting a candidate is decided by the number of people in that group. Groups that do not have enough number of people have no other choice but to disband and its members join another group. (Klonsky, 2008)  The number of delegates who are allocated to the precinct is the one used to determine the percentage cut off. For example if a particular precinct has only two delegates, 25 is needed so that each group may be viable. Presence of three delegates in a precinct means that one-sixth of all the caucus participants are required to make a group viable. After all the groups are settled the next function is to determine the number of a precincts delegates that should be won by each group (Pollette, 2009).

According to American Government, (2009), the American legal system is an integral pert of the nations political system. The main aim of the legal system is to provide strategies to be used in executing and developing public policies. These policies are used in settling all forms of conflicts and for providing a base to certain principles of equality for the financial processes. Power in the federal system of American government in is shared between the national and state governments. The congress is the lawmaking branch of the federal government. The congress is a bicameral consisting of the senate and the House of Representatives. The House of Representatives consists of 435 voting members who represent congressional districts. Members of the house of representative serve a two year term. Each state has got two senators who are appointed by the population. The power of the congress is limited as it is indicated in the constitution. The American government bestows most of the power to the states and to the people. The president of the United States is the one who holds the executive powers of the federal government. The president is both the head of government and the head of state. The second highest rank in the federal government is held by the vice president. The government also has a secretary of state who is the chief executive officer of the department of state (American Government, 2009)
