In 1970, Islamic religion in Middle East has been increasing its power because of failure of government. At that time the management was abortive in providing load to people and unemployment rate was in high proportion. Because of these reasons a good number of people twisted to Islamic organizations for assistance. Terrorist groups were forming and they were getting more backing from their supporters in the course of their social activities.
 
Religion and international relations are interrelated and is obvious in the international field because of modern measures. Religion has an elementary significance in the field of politics and it varies with respect to time. Middle East is one and only geographic region, situated on the alliance of Religion-Politics war. The word religion is supported by supplementary essentials like sociological and technological composition of the vicinity and the character of conflict has been found by the locality of religion at defining moment.

The conflict dynamics emerges from the offered common characteristics other than the boundaries of these groups. They are dependent on the differences among religions and independent of relationships inside a sole region. Sects and differences among religions have formed a region when seen from the outlook. The last 100 years have brought expulsion, colonization and military occupation for the Palestinians. This was continued with difficult and long search for coexistence and self-determination where land was a major issue between the Israelis and Palestinians (BBC News, A history of conflict).
       
Challenges surrounding the Palestine refugee questions are very formidable where one side is stronger than the other physically. Questions of restorative justice and importance of understanding have gained growing consideration in the field of conflict resolution. There is a need to consider the address protection and more instantaneous material issues in peace negotiations.                                 
       
The Center for Conflict Resolution and Reconciliation (CCRR) is a non governmental Palestinian organization operational in the Israel-Palestine conflict. CCRR cooperates with the number of other Palestinian organizations nationally and internationally. Firstly, it aims to raise public awareness of the concepts and value of peace in the communities. European Union has to do justice to them by promoting human rights, democracy, and equality values which were deprived of to Palestinians under Israeli occupation. Palestinians need to spotlight their exertion in negotiations like rights and equality in the eyes of God or in accordance with the international law. Arab countries have to make up their minds to free out the situation intricacy amid Israel and Palestine. But they could not resolve the issue yet. Truth seeking commissions have been established in more than 30 countries including East Timor, Liberia, Chile etc. Truth and reconciliation commissions work to struggle for repairing the damage done to them to stigmatization, disrespect, and violence and include their history in the collective memory of relevant political community. Different kinds of truth commissions are needed that employ both restorative and retributive justice, besides more grassroot forms of social healing, developing civic trust as well as social, cultural and economic assistance. EU INSTITUTIONS
The European Union is a geo-political entity formed on a unique economic and political partnership between 27 democratic European Countries.  The main aim of this union is Peace, Prosperity and Freedom of its 498 million citizens. The EU fights for free travel and trade abroad, the euro (single European currency), safer food and greener environment, millions of opportunities to study and work abroad, remove crime and terror, better living standards and more. The main purpose and objectives of this Union are defined in the Article 2 of the Treaty on European Union (TEU) and in Article 2 of the Treaty establishing the European Community (TEU). The EUs decision making procedure in general involve three main institutions. They are
The European Parliament (EP) elected directly and represents EU citizens.
The Council of the European Union represents the Individual member states.
The European Commission upholds the interests of the union as a whole.
Structural Realism and Arguments by Kenneth Waltz

Waltz Kenneth N raised a new debate whether unipolarity leads to changes of the system or changes in the system. The international politics of power balancing and self-help would not be altered by the changes within the system such as democracy, interdependence and institutions. Unbalanced Unipolar Democracy will make the world unstable as the Unipolar Power will overextend and intervene in the affairs of others. Democratic peace is possible only when there is balance of power. Realistic predictions are still need to be verified on the aspects of interdependence and American unipolarity. Structural realism identifies unipolarity as the least durable structure. Structural realism can tell what will happen than in saying when it will happen.

According to Structural realism international politics is competitive because the states are striving for survival in a competitive self-help environment (Waltz 1979). The European states, once the most powerful states in the world, at some point recognized that they can not guarantee their survival by their own means. The European Union with its basic objective of peace and prosperity tried to make sure it is safe side to balance itself from its competitors. Establishment of EU allowed European countries to focus on the development emulating successful practices. In the process of undertaking too many tasks beyond their own borders, weaken themselves in the long run. Even if a dominant power behaves with moderation, restraint, and forbearance, weaker states will worry about its future behavior. American tendency to intervene in other countries to promote democracy will make weaker states feel uneasy.  The cold war conditions brought an understanding that EU will not be safe until they develop unified foreign and security policies.

Security concerns are the central planks of offensive and defensive realism.  In order to wipe out the security dilemmas the security seeking nations must make necessary arrangements increasing the vulnerability to potential aggressors. (Montgomery, Breaking out of the Security Dilemma) Peace is not considered as the only goal of even the most peacefully inclined men or states. So preference is to be given to a system of nation-states with a promise of perpetual peace (Kenneth Neal Waltz, MAN, 15).

Coming to the Waltz proposition, international institutions are the extensions of states. This is correct because they has the power to influence decision making as it should be taken under majority consensus. It is truly justified by the course of development EU has undergone after European States were unified. Another clear example from the other end is the survival of NATO in the cold war because it is an institution under the American administration helping in its interests. In this way international institutions are assisting the nations in implementing their agenda thereby making the statement of Waltz a correct one.
