The Intelligence Community and Civil Liberties

Intelligent department is very crucial organ in any given country to ensure that the security level is maintained and to be able to gather facts that are related to security issues that can be of danger to the lives of the citizens. Intelligence for the last three decades have been taken as an important body in ensuring security since there is an alarming increase on cases to do with security complications. With the increase in crime, most States have embraced on serious technological advancement to curb the vice by using technology to detect danger Terrorism and suicide bombing has posed a serious threat to most countries in the world hence there is need to advance intelligence units to avoid more problems associated with destructions or killings. Intelligence can therefore be defined as the ability to detect and prevent danger from taking place.

Players concerned with Intelligence
The best player or body that has embraced intelligence is the Central Intelligence Agency (CIA) which is common to the majority. In America, intelligence has taken a new angle as most of the departments are keen to detect danger since it is always the target of most terrorist like Osama Bin Laden of Al Qaeda, there are other department such as the Department of Defense dealing with the issues to do with attacks and dangers related to military complications, the National Security Agency is more concerned with the security problems that are of National interest, its diverse and collect all the security detail from different parts then analyses the issues of concern, it is also an important body in ensuring that there is no danger within the boundary from external attack, in most cases they use signals and alert system to sense danger (Best, 2003)

The other body concerned with the issues to do with intelligence is the National Reconnaissance Office (NRO) which is an important body though in the recent past it has faced several challenges in tracking information within a given area. However Geospatial-Intelligence Agency (NGA) is becoming more popular than ever, they are able to update their security information to the government by the use of gadgets such as the computers and by updating their websites to meet the demand of the government. The National Imagery and Mapping Agency (NIMA) are also playing an important role of collecting data information for the Department of Defense (DOD) and the information obtained is used in ensuring that intelligence unit is active and updated on the dangers that may arise as a result of security failure (Best, 2003)

Intelligence and protection of Civil liberty
Liberty can be defined as the freedom and right to do what is right according to the stipulated laws and regulation of a given State. Liberty can be violated by an individual or a group and therefore must be protected by the State. Intelligence therefore helps in defining the possible violation of rights and freedom of an individual and therefore plays an important role in governance. The right to life can be violated by an action that can take away the life of an individual such as bombing and terrorism, which can lead to massive loss of life and destruction of properties hence violating the right to life and the right to own a property that is against the constitution (Best, 2003)

According to Best (2003), the terrorism attack that took place in America on September, 11th posed a lot of questions on the intelligence level of America, to some people the attack was blamed on the failure of the intelligence unit but to the majority, it appeared normal just as any terrorism attack. The American government had to come up with certain policies and modalities to ensure that the intelligence unit was improved to avoid a similar incident in the future.

 In the year 2004 December, the US congress passed the intelligence reform legislation that could ensure centralized leadership and led to the creation of the department of Director of National Intelligence (DNI) to ensure that all the security threat alerts could be received within a short time since it had to link all the intelligence bodies together. However most of the people or experts argued that the creation of a new department of intelligence was a threat and could jeopardize military operations.The committee dealing with intelligence reform addressed the issues that were arising and ensured that the Director of National Intelligence (DNI) had the overall authority to curb any security alert and also passed the budget that could make the new department deliver its objectives and roles as an intelligence unit.

Conclusion
With an increase on the security threat and illegal organization such as Al Qaeda and Al Shaabab in most parts of the world, the need for intelligence is becoming more and more relevant in the modern world to prevent deaths of the innocent and destruction of properties in most parts of the World. It is worth noting that failure on the side of intelligence, can lead to massive loss of lives and the intelligence bodies must respond to the challenge by detecting and dealing with the security threats that may come across at any given time.
