The United Nations on Rwanda April-May 1994

The situation in Rwanda is pathetic with many displaced people. It therefore demanded humanitarian assistance to settle the displaced people. The tragic events which took place in 1994 raised civil conflict resulting to massacres and violence. This raised concern over the mandates of the United Nations Assistance Mission for Rwanda. The mandates of UNAMIR were adjusted to cover humanitarian operations, agreement solution, and developments in Rwanda. It has the mandate of providing security to those who took refuge with them (William, 2001).

There has been widespread violence in Rwanda making the situation insecure and unstable. The conflicting parties are Rwandese Patriotic Front and Rwandese government forces. The parts to the west and Southern of Rwanda are under the Rwandese government forces while those to eastern and northern parts are under RPF. The ceasefire between the involved parties has resulted to various meetings leading to resolution of the conflict. It has been difficult to ascertain the humanitarian situation due to the security situation and developments pace. Most of the displaced people have taken refuge in religious places and public places. Those in these places lack medical services, water and food. United Nations Rwanda Emergency Office was established by the Humanitarian Affairs Department. Other bodies involved in its establishment include FAO, WFP, UNDP, WHO and UNICEF.

The humanitarian operations are based on some principles formulated in conjunction with UNAMIR. These include non-segregate understanding, nationwide operations, joint identification and provision of security. Urgent needs to be addressed first in the proposed development plan. UNAMIR was mandated to provide security all people in Rwanda.

A special mission was formed to end the stalemate in Rwanda. The purpose of this mission included implementation of resolution, introduction of ceasefire between the involved parties and check modalities laid down by UNAMIR. Paul Kagame was amongst those addressed by the Special mission. A lot of time was lost in the due course to end the stalemate between the two parties. The number of massacres in Rwanda can not be accurately accounted. This is because of lack of witnesses and evidence. The massacres have continued to be experienced all over the country and mostly those areas with the interim government supporters. Those who participated in the massacre include youth militia, Rwandan government members and RPF members (William, 2001). This was according to the Special Mission report. In order to secure his supporters, RPF have set out a military offensive.

It is estimated that the conditions will remain insecure and uncertain in Rwanda despite of the establishment of a ceasefire. This is expected to persist for a longer period according to UNAMIR. Stability is expected to take effect after agreement is arrived. The remaining tasks of UNAMIR will take course after the agreement. It is mandated that UNAMIR should be in apposition to provide security to assemblies. The special mission recommends on adjustments to meet the mandates of displaced persons as well as threatened groups. The issue on how the number of troops to be employed has raised concern with RPF in many doubts (William, 2001). The control of Kigali was not rendered in the hands of UNAMIR but was expected to remain a neutral zone.

In conclusion, the situation in Rwanda is uncertain and unstable. This is because of the continued disagreement between the involved parties. UNAMIR has estimated that stability will be attained after the involved parties agree on the burning issues.
