Federal Paper Number 10

Federal system is a form of governance that is found in the United States and other federal States such as Nigeria. In the early days, after the American population gained independence, many people were concerned with the type of government to be in place and wrote many articles to propose the best system to be adopted by the government. Ten years after independence (1777), a scholar and an author by the name James Madison came up with a paper called federal paper number 10 and explained its relevance to the people of America especially the people who lived in New York City. With the help of other authors such as Alexander Hamilton and John Jay, the federal paper was published officially in 1787 and clearly defined the principles behind the paper number 10 and its mode of application to the people of America (Banning,1995).

Concern of Madison on the federal paper number 10
According to Banning (1995), Madison was more concerned with the rights of the citizens that could easily be manipulated by the people in power. He therefore suggested that people should be protected by the laws and statutes in the constitution. However, he suggested for the creation of many political factions as the sure way of achieving democracy and protecting peoples right from violation.

He was more concerned with the liberty of the citizens that was at stake. He proposed in the federal paper number 10 that everybody whether incapacitated or not have the liberty and freedom to express hisher own opinion and pursue hisher own interest without being intimidated by anyone. The right to life and to acquire or posses a property in the federal paper was well defined in order to avoid conflict over ownership and control of properties in the community.

Madison advocated for justice in the government and avoidance of corruption by the people in controlpower. He believed that free country was one that takes keen interest on the health and wealth of the citizen by providing better services to the citizen. However, the federal paper was full of republican ideals and principles and claimed that the small republics had to be protected from the minority influence or control and further suggested that the representatives were to be chosen by a good number of people in the large republics than the small republics hence advocating for the republican ideals of governance (Banning,1995).

In the federal paper, the right to enjoy property or wealth in a given state was dependent on the number of people in a given state. According to Madison the unions within a state could benefit greatly than the society as a whole and therefore suggested formation of organizations or unions to be able to pull resources together. The control of faction was mainly centered on the republic ideals as compared to the democratic ideals. The paper suggested improvement in security sector to protect the interest of the people, party officials and the community at large. It defined the role of religious groups in formulation of a government by observing the rules of national council against any danger that may arise (Banning, 1995).

Finally, the paper advocated for equal treatment, service, division of wealth and properties, failure to which, it could result to spoilage of the name of any given county or the State as a whole.

Conclusion
Federal paper was therefore more concerned with peoples interest and the republican principles of governance or control of public resources in America. Sadly, after all the effort by Madison in coming up with better policies in America, he was killed in 1804. However, the legacy still remains as the father of constitution in America. Federal ideas were good for governance, protection of human rights and equality in America.
