The development of National Guards coincides with the capacity of the country to address security issues within the local and international campaigns. As the US continues its campaign to maintain stability in both its territory and in the global world, the contribution of National Guards is considered vital for the success of this endeavor. Seeing this, the development of the Operational Tempo (OPTEMPO) provides not only the capacity to address increasing threats but also capitalize on appropriate avenues to reinforce the role of the citizenry under this program.

One important role portrayed by National Guards is their ability to induce greater capacity to address the challenges of the domestic environment. With its voluntary structure, it has sought both individual and group efforts in addressing national missions related to areas such as disaster relief, counterdrug operations, and anti-terrorism measures (National Guard, 2005). With the increasing challenges in the maintenance of stability within this environment, National Guards coincide with complementing the responsibility shared by local enforcers.

At the same time, National Guards also provide productive measures that can supplement military development in addressing air, land, and sea defenses. The process contributes to the foundation of reserve personnel that can carry out specific duties when necessary (Department of Defense, 2000). This approach can further the capacity to induce greater prospects in outlining and shaping modernization strategies and create better relations with the citizenry.

On the other hand, operating on a globalized environment, the value of National Guards also provides support in combating efforts against terrorism and violence abroad. Under this process, it abides with the Defense Readiness Reporting System that characterizes new directions in both shaping and influencing better intelligence acquisition and implementation of appropriate strategies to combat these threats accordingly (National Guard, 2005). Such aspect then provides greater avenues in supplementing areas such as strengthening the arm forces, protection of homeland, and adherence to the role and responsibility of citizens.

As the Operational Tempo (OPTEMPO) became in-effect, it created better directives in shaping distribution of National Guards in strategic designations accordingly. At the same time, it also fostered new mechanisms and agendas that widens the responsibility of National Guards not only in protecting national interests but also insure that unit readiness is available when the time arises (Anderson and Jensen, 2003).  This approach seeks to address the constantly declining numbers of military personnel and the apparent increase of threats and campaigns that needs to be addressed accordingly.

Alongside this policy change, OPTEMPO then brings about new directions in both the enlistment of volunteers for National Guards and at the same time reinforce new strategies that can maximize their potential. By incorporating new standards in both measurement of competency and implementation of adequate reporting, it brings about new directions in reinforcing the need for experienced and capable military force to handle the threats related to national security (Anderson and Jensen, 2003).

Overall, the impact of the OPTEMPO among National Guards infuses greater security measures to protect national interests. It provides adequate amount of training that incorporates expertise in handling the complex process of security and maintenance of national interests. Given these principles, the development of OPTEMPO not only synchronizes with what the citizenry needs but also reinforces the role of National Guards by providing each one effective standards and training to complement their capacity to fulfill their roles both locally and internationally.
