Two-tiered health care system in Canada

Two-tier health care system is a combination of public and private health care systems which makes it the modest type of health care. This system enables provision of health care to all members of the public through the public hospitals while the private is available for people who can afford it for secondary health care. The private care is availed for quality services and its speed in handling the patients. Private hospitals will have to be established to cater for this and the established public hospitals to continue with the basic health care (Zastrow, 2009).

In the press, the health care system is being welcomed by many people as the health minister Kevin Falcon reiterates that he wont mind allowing people who are willing to spend extra money for speedier and quality Medicare attention. He said that its what a person decides just like taking children to private schools. The proposals have already been debated in Alberta and Quebec and its clear that it has the support of the public.

The major political parties in Canada are against the two-tier health care system as others have been seen waving a sign of No Two-tier Medicine. The parties which have been against it are Liberals and NDP in the last two elections but Canadian Alliance has been secretly supporting it with others saying that the system is already there since wealthy Canadians seek their medical treatment outside the country. Most provinces already have authorized the private sector to offer treatment to members of the public at a fee (Henderson, 2008).

In Britain the Medicare is a socialized type where the government expressly hires almost all the doctors hence most are working for the government where their practices are strictly regulated to the satisfaction of the public. The health care system in Australia is also a two-tier system and the doctors are required to deliver their services for a specific number of hours in the public hospitals, hence making their practice in the private hospitals part time. The Germany system is an insurance based system in which everyone must be a member of a sickness fund except the high income level individuals who may decide not to be under the insurance cover (Jonsson and Jacobs, 2009).
